New rule
CLEVELAND
The Department of Veterans Affairs published the interim final rule for implementing the Caregivers and Veterans Omnibus Health Services Act 2010.
This new rule will provide additional support to eligible post-9/11 veterans who elect to receive their care in a home setting from a primary family caregiver.
Additional services for primary family caregivers include a stipend, mental-health services, and access to health-care insurance, if they are not already entitled to care or services under a health-care plan.
Veterans and their family caregivers can apply for the new services by going to the website http://www.caregiver.va.gov.
Assistance and information on additional resources also are available to family caregivers through VA’s National Caregiver Support Line, 877-222-8387. Veterans and caregivers with questions about the new program also can contact Heather Cole-Lively, the Cleveland VA Medical Center Caregiver Support coordinator, at 440-526-3030, ext. 7505.
Red Cross number
WASHINGTON
As part of an ongoing effort to better serve the military community, the American Red Cross announced it will move to a single telephone number for its emergency communication services.
Beginning June 13, all military members and their families can use one toll-free number, 877-272-7337, to send an urgent message to a service member.
The change means that all military members and their families can use this number to initiate an emergency communication, regardless of where they live.
In the past, community-based military or families living outside a military installation needed to remember the phone number for their local Red Cross chapters for emergency communications, while those living on a military installation used the 877-272-7337 number.

New lance corporal
Marine Corps Lance Cpl. Edward J. Madeline, son of Renee and stepson of Tom Miletta and son of Edward J. Madeline Jr. of Boardman, recently was promoted to his current rank while serving with Marine Corps Detachment, Naval Academy Preparatory School, Naval Education and Training Center, Newport, R.I.
Madeline is a 2008 graduate of Boardman High School and joined the Marines in March 2010.

Master’s degree
Navy Lt. Andrea S. Phillips, daughter of Leeann Phillips of Warren, and Edward Phillips, of Orlando, Fla., recently received her master’s degree from the Naval Postgraduate School, Monterey, Calif.
Phillips is a 1990 graduate of Kenston High School of Bainbridge, Ohio, and joined the Navy in May 1991.
