MVSD engineer put on paid leave

The Mahoning Valley Sanitary District placed a long-time engineer on paid administrative leave Friday while it investigates what the board president would describe only as “an event” involving the employee.

The board identified the employee as Martin Kielbasa, 49, of Austintown, whose position is resident engineer responsible for overseeing projects and directing field maintenance workers.

Mark Memmer, board president, said the incident had been brought to the board’s attention earlier this week. “We did not have enough information to discipline the employee since statements are conflicting,” Memmer said, but added that the board “did not feel comfortable” having Kielbasa report to work until it completes the investigation.

The board president said the incident did not involve any criminal activity.

Kielbasa declined to comment.
