Youngstown OKs work for V&M Star expansion

The city will pay $394,584 to a company to clean up a former asphalt plant and demolish a structure there as part of V&M Star’s $650 million expansion.
The money needed to hire Environmental Management Specialists — with offices in Cleveland, Columbus and Toledo — comes from a Clean Ohio grant from the state.
Environmental specialists will remove asbestos and other harmful materials from a former asphalt plant on South State Street in Girard, and then demolish a building there. The property was previously owned by Shelly & Sands, and McCourt Construction.
V&M needs the property as part of its expansion.
The city’s board of control chose Environmental Management Specialists at a Friday meeting. Six companies submitted proposals.
The apparent lowest proposal of $393,950 came from B&B Wrecking Inc., of Cleveland. But B&B didn’t submit a complete proposal and was thus disqualified, said Charles Shasho, deputy director of the city’s public works department. The next lowest proposal came from Environmental Specialists.
The work should begin within 30 days and take 90 to 120 days to complete.
Meanwhile, the city delayed the deadline to submit proposals from Friday to next Wednesday for a major railroad construction project needed for V&M Star’s expansion.
Minor corrections, such as changes to the quantity of some materials, to the proposal needed to be made, Shasho said.
“We made corrections to the plans so we gave bidders more time,” he said. “It’s a typical thing that happens.”
The project consists of building and relocating railroad lines and installing storm-sewer lines.
The project costs about $14.4 million, which will come from the federal stimulus package of 2009.
This is the third time the city is trying to find a qualified company to handle this work.
The project will take about 300 days to complete, Shasho said.
