YSU former HR director called to explain why subpoenas ignored

Youngstown State University wants its former director of human resources to show why he shouldn’t be held in contempt of court for failing to comply with subpoenas.

Craig Bickley has failed to appear at an arbitration case before an arbitrator from the Federal Mediation and Conciliation Service. The hearing was between the university and its Association of Classified Employees union.

Bickley, of Poland, whose “job duties included negotiating the terms of a labor agreement with the union, was involved in the process” that led to the subject of the arbitration, according to a petition YSU filed Thursday in Mahoning County Common Pleas Court. Bickley twice has been served subpoenas issued by the arbitrator but did not appear to testify, it says.
