Man, 19, faces several charges in Dec. 17 incident with neighbor

Police arrested a 19-year-old city man who had warrants for aggravating menacing and disorderly conduct this week.
Francis Fasline of Pennsylvania Avenue was apprehended by police Friday on charges stemming from a Dec. 17 incident with his neighbor. Police said Fasline is accused of using a large knife or axe to smash through the dividing wall between apartment walls and threw a large glass ashtray at his 47-year-old neighbor. Reports also state that Fasline reportedly urinated on the wall and through the open hole, spraying his neighbor.
Officers had been sent to the apartment three times before the Dec. 17 incident, but said the neighbors only exchanged words and were given warnings.
