The city of Warren’s wastewater treatment plant has received its renewal for a discharge permit.

The Ohio Environmental Protection Agency plans to host a public hearing at 6 p.m. Jan. 12 at Warren G. Harding High School, 860 Elm Road NE, to allow for resident input on the new permit.

The permit will allow the Warren Water Pollution Control Facility to discharge treated water into the Mahoning River for five more years.

The permit does not allow the plant to accept, treat or discharge brine wastewater from shale gas drilling, exploration or production.

Comments may be presented at the Jan. 12 hearing or submitted in writing to: Ohio EPA, Division of Surface Water, Permits Processing Unit, P.O. Box 1049, Columbus, OH 43216-1049 or patti.smith@epa.ohio.gov.

Warren’s current permit expires Jan. 31.

Kwanzaa celebration

YOUNGSTOWN

The holiday of Kwanzaa, a weeklong celebration of African-American culture and heritage, begins tonight with an event at a local church.

An event observing Umoja, which means unity — one of the seven core principles of Kwanzaa — takes place at 7 tonight at New Bethel Baptist Church, 1507 Hillman St.

The program will feature The Harambee Youth Organization and will include music, dancing, cultural expression and black vendors.

Arrested in stabbing

YOUNGSTOWN

A 25-year-old man was arrested early Christmas Eve after police say he stabbed his brother.

Richard Guzman, of South Garland Avenue, is currently in Mahoning County jail after police said he stabbed his brother Joseph, who was later transported to St. Elizabeth Health Center.

Richard Guzman will be arraigned at Youngstown Municipal Court on Tuesday.
