City council will hear a third reading on legislation that would clear the way for a new dental clinic on U.S. Route 422.
Council will consider passing the legislation at its Wednesday meeting.
The legislation would allow the transfer of 3.6 acres of city-owned land to a company called United Dental Group LLC.
That company plans a 4,000-square-foot, $1.2 million building that will include a dental- hygiene department, a denture clinic, an oral surgeon and orthodontists.
The land the company wants is the property where an old nightclub stood. First called Sharkey’s, then the Essence Lounge, the building was torn down last year. A fire in the past three years had destroyed much of it.
The dental company is owned by Alvin Sullivan, who owns a financial-consulting business in Girard.
Robert Maruschak, a former dentist from Boardman, also is representing the company.
Maruschak pleaded guilty in 2006 to felony drug charges for selling or trying to sell Vicodin or knowingly possessing false or forged prescriptions for it. He surrendered his license in 2007.
He has told The Vindicator he will not be practicing dentistry at the clinic.
City administrator Jack Dill said Thursday that Maruschak’s name will not be on any agreements with the city.
“The owner of the company will put everything in his name,” Dill said.
Dill also said the company will have a time frame to begin development at the site, and if it does not do so, the property will revert back to city ownership.
Dill said the parties haven’t agreed on a time frame yet, but such agreements are typically two to three years.
