Hummelstown, Pa.-based Drayer Physical Therapy Institute has opened a new outpatient physical-therapy center at 813 Boardman-Poland Road, Suite 12B.

The center specializes in orthopedic and manual therapy, sports medicine, occupational, neurologic and vestibular rehabilitation and decompression-traction therapy.

Rehabilitation services are available with a physician’s referral, and patients are guaranteed an appointment within 24 hours.

Drayer owns or manages more than 60 centers nationwide and has seven Ohio locations, including one in Austintown, and one in Grove City, Pa.

UCF earnings report

YOUNGSTOWN

United Community Financial Corp., the holding company of The Home Savings and Loan Co., on Friday reported its second-quarter earnings.

United reported a consolidated net loss of $1.8 million, compared with a net loss of $4.9 million during the same three-month period in 2010.

The company also reported a net income of $1.2 million, compared with a net loss of $10 million last year.

Consumers dividend

MINERVA

Consumers Bancorp Inc., the holding company for Consumers National Bank, on Friday announced a quarterly dividend on the outstanding shares of the corporation’s common stock.

Stockholders of record on Aug. 23 will receive 11 cents per share that is payable Sept. 12.

The first-quarter dividend for fiscal year 2012 reflects an increase of 1 cent, or 10 percent, more than the same period a year ago.

Foes won’t retreat in Ohio union fight

COLUMBUS

The group pushing for the ballot repeal of Ohio’s contentious collective- bargaining law says no compromise is imminent that would result in the referendum’s being removed from the fall ballot.

We Are Ohio said Friday the time for a compromise has passed, trying to dispel a burgeoning rumor suggesting there may be a deal in the works.

The group defending the law says it’s open to a dialogue about the possibility of avoiding what’s expected to be a costly and divisive campaign ahead of the Nov. 8 election.

The law signed by Gov. John Kasich in late March bans public-employee strikes and restricts collective-bargaining rights for more than 350,000 workers.

Bullet trains recalled

BEIJING

A Chinese bullet-train manufacturer recalled 54 trains Friday in a new embarrassment for a problem-plagued prestige project after a July crash that killed 40 people.

The recall adds to signs Beijing is scaling back ambitious expansion plans for a high-speed rail network that once enjoyed a level of political prestige comparable to China’s manned space program. A moratorium was imposed on new rail projects this week, and the railway minister announced a reduction in train speeds.
