A potential plan for Youngstown to hire firefighters and police officers who pass written tests for those jobs would violate the law if the hirings are based upon race and gender, said Abigail Thernstrom, vice chairwoman of the U.S. Commission on Civil Rights. A Sunday article on Page A1 omitted the reference to race and gender.
