Poland council OKs sidewalk-project bid

Village residents will soon see construction of a sidewalk along U.S. Route 224 from the U.S. Post Office to Sunrise Assisted Living.

At its Tuesday meeting, village council authorized Mayor Tim Sicafuse to enter into a contract with Kreidler Construction Co. of Poland for $38,842, the lower of the two bidders, as long as the company meets Ohio Department of Transportation standards and is approved by the state auditor.

The company has said it could begin construction immediately and the project should take about two weeks to complete, Sicafuse said.

In 2008, the village received a federal transportation-enhancement grant through ODOT for the sidewalk.

The grant will provide 80 percent of the funds with the village paying the remaining 20 percent. In addition, the village already has paid $10,000 for project engineering.

The village must pay the full price up front and be reimbursed through the grant, said clerk-treasurer Linda Srnec.

The village also debated how to collect a storm- water utility fee.

Council members are researching having the county or Aqua Ohio collect the fee. If Aqua Ohio adds the $3.50 monthly fee to its customers’ bills, it also will charge the village a percentage of the fee.

Village Solicitor Anthony D’Apolito said he is uncertain that county government could or would collect the fee through tax documents.

“Our problem now is how to collect it,” said council member Joe Mazur.
