Group says Penn State discriminates against the blind

An advocacy group has filed a civil rights complaint against Penn State University, saying the institution discriminates against blind students and faculty.

The National Federation of the Blind alleges that various university computer- and technology-based services and websites are inaccessible to the visually impaired.

The federation says there are text-to-speech programs and other tools to make these services accessible, but that Penn State has not used them.

The Baltimore-based group sent a letter Friday to the U.S. Education Department’s Office for Civil Rights in Philadelphia asking for the university to correct the problems.
