Staff report
ALLIANCE
The Ohio Environmental Protection Agency has issued a final permit to Central Waste Inc. for a railroad waste-unloading station to be located at 12009 Oyster Road in Smith Township, Mahoning County.
The permit allows Central Waste to process household garbage and construction and demolition debris in an enclosed structure.
Most of the solid waste is expected to arrive by rail in wrapped bales and be disposed of in the adjacent Transload America Central Waste Landfill.
The transfer station cannot accept hazardous waste, infectious waste or asbestos.
The structure needs to be modified before accepting waste. The permit also requires use of a spill-containment system and an emergency-action plan to address any spills in and around the transfer station.
Issuance of the final permit can be appealed to the Environmental Review Appeals Commission (ERAC).
Any appeals must be filed within 30 days of issuing the final action; therefore, Ohio EPA recommends that anyone wishing to file an appeal contact ERAC at (614) 466-8950 immediately for more information.
