AUDIO RECORDING about accident involving paralyzed man


YOUNGSTOWN — Here is the audio recording of a call between a Youngstown Police Department dispatcher and one of the officers who responded to a traffic accident involving a paralyzed man who says Officer Robert Joliff dragged him from the car, and beat and abused him.

Willie Daniel, 36, of High Street, paralyzed from the waist down since a 1999 gunshot wound to his back, has accused Jolliff of repeatedly punching and hitting him in the head with a bottle after a traffic accident in February. Jolliff also is accused of leaving Daniel lying in the snow with his pants down, exposing an adult diaper he was wearing.

According to Police Chief Jimmy Hughes, Jolliff, a 15-year veteran, collapsed while working Wednesday and was taken to an area hospital. Jolliff is now on medical leave from the department, Hughes said Thursday, just days after Daniel's accusations became public and soon after Jolliff's disciplinary file was released to the press.
