Who decides which roads to fix?

Why would Western Re- serve Road be widened between Tippecanoe Road and Route 62?

I heard this on the news and thought that had to be wrong.

Western Reserve Road is very heavily traveled between Tippecanoe Road and South Avenue. There are businesses in this section of Western Reserve Road and there is a need for a middle turning lane. There are traffic jams, especially between Glenwood Avenue and Market Street.

I would love to know who makes these dumb decisions.
