4 deputies assigned to JFS, CSEA

Four deputies were assigned two months ago to provide security at the Trumbull County Department of Job and Family Services office and county Child Support Enforcement Agency — both on North Park Avenue in Warren. JFS retained the three security positions.

The salary and benefits of the four additional deputies at JFS and CSEA come mostly from state and federal JFS funds, Commissioner Paul Heltzel said.

Diane Shamrock, director of JFS and CSEA, said the deputies are better trained than the agency’s security personnel, carry firearms and have police powers, so they are better able to handle situations that arise.

Deputies have made 27 arrests at the JFS office on North Park Avenue in the last two months. When incidents requiring an arrest were found by security officers in the past, their only choice was to call the Warren Police Department, Shamrock said.

Many of the arrests made by the deputies have been for outstanding warrants by JFS visitors — something the security guards would not have known about since they don’t have access to police-only databases, Shamrock said.

The security guards, who are county employees, work alongside the deputies and assist them, Shamrock said.

The county also has increased the number of deputies working security at the Trumbull County Courthouse and in the County Administration Building in recent years.

Courthouse security was increased in 2006 after a nationally televised melee took place.
