V&M Star recently announced the hiring of Trina Rauscher-Cooper as director of human resources for its Youngstown operations. In this position, she will oversee human- resource functions for V&M’s existing plant as well as its new pipe mill, currently under construction. Rauscher-Cooper previously has served as human resource director for Swagelok and vice president of human resources at Oglebay Norton Company. She has a bachelor’s degree in management from Malone University and an Executive MBA from Baldwin Wallace College.

Finance

First National Bank recently announced the promotion of corporate compliance officer Frank Hannah to senior vice president. Hannah is responsible for regulatory compliance oversight of all company subsidiaries. Before joining F.N.B. in Hermitage, Pa., he served as an anti-money-laundering officer for First National Bank of Florida and worked for the Florida Department of Children and Families on public-assistance case audits and fraud investigations. Hannah earned a bachelor’s degree in criminology from the University of Florida.

First National Bank has also promoted vice president and information systems manager Barb Austin to senior vice president and director of technology risk management. Austin will be responsible for information security, physical security, fraud and business continuity planning. The bank has hired Charlotte Serjak to fill Austin’s former position. Serjak previously served as IT project manager and consultant for Associated Banc-Corp in Green Bay, Wis.

Scott Scavuzzo has joined Youngstown-based Home Savings & Loan Company as a senior mortgage loan consultant in the Norwalk, Ohio, market. Before joining Home Savings, Scavuzzo served as a mortgage-lending consultant with National City, now a division of PNC Bank. He earned a bachelor’s degree in business administration from John Carroll University.
