1996: Convicted of complicity to arson in Trumbull County, sentenced to three to 15 years in prison, served two months in prison, two years’ probation.

1997: Charge of failing to file Warren income tax, dismissed (3 counts).

1999: Three Warren property maintenance code violations charges, dismissed.

2001: Found innocent of aggravated menacing.

2002: Guilty of domestic violence.

2002: Domestic violence charge dismissed.

2004: Convicted of falsification.

2004: Littering charge dismissed but Harris paid court costs.

2004: Charge of failing to file Warren income tax, dismissed after he filed return.

Civil complaints

Warren Municipal Court: Once in 1995, five times in 1996, once in 1997, twice in 1998, three times in 1999, twice in 2000, twice in 2006.

Trumbull County Common Pleas Court: Once in 1997, once in 1998, once in 2001, seven times in 2002, twice in 2003, once in 2005, six times in 2006, three times in 2007, one time in 2008 and four times in 2010. The cases consisted of foreclosures, complaints for money owed, failure to pay taxes and four complaints from Complete Developments clients. Many of them were voluntarily dismissed by the party filing the suit.

Sued in federal court: Once in 2009.

KEELAN M. HARRIS

Criminal complaints

September 1998: Convicted of a federal offense called “attempts to commit an offense” that resulted in his being placed on five years’ probation and ordered to pay $26,818 in restitution to 360 Degree Communications.

March 2004: Convicted in Youngstown federal court of identity theft and credit card fraud, sentenced to 33 months in federal prison, three years’ probation, ordered to pay $156,848 restitution, released from prison in November 2006.

September 2004: Convicted in Trumbull County Common Pleas Court of breaking and entering and grand theft related to a break-in at the Champion license bureau, sentenced to 11 months in prison.

Also charged in Warren Municipal Court three times in 1997 and once in 2007.

Civil complaints: Sued once in 1996, once in 1997, once in 1998 in Warren Municipal Court.

Sued six times in Trumbull County Common Pleas Court: twice in 1998, three times in 2005 and once in 2008, most of them also naming Kevin Harris as a party and related to Complete Developments.
