MYCAP seeks replacement for fired director

The Mahoning-Youngstown Community Action Partnership is advertising for an executive director to replaced fired Director Richard Roller III.
In the meantime, the Ohio Department of Development’s assessment of MYCAP’s programs and finances continues, and the state may present preliminary results of its investigation to MYCAP officials by the end of July, said Kimber Perfect, ODOD spokeswoman.
Roller was placed on unpaid administrative leave in April and fired in May in the wake of ODOD’s investigation into whether the nonprofit organization misappropriated funds and resources while he was its leader.
Lois Clark, former head of MYCAP’s Head Start program, is interim agency director.
In January, the state agency issued a preliminary report on its review of MYCAP financial records for possible misuse of funds, nepotism, conflict of interest and a number of other issues, including weatherization work done at Roller’s home.
The department of development has approved expenditures for some of MYCAP’S programs, such as opening the city’s North Side swimming pool, but the agency remains in the “high risk” category,” Perfect said.
The “high-risk” designation means grant funds given to the Youngstown-based agency are “vulnerable to fraud, waste and abuse,” state officials said.
MYCAP is a nonprofit agency that administers 11 programs in Mahoning County to help poor and disadvantaged people and is involved in programs ranging from the Home Weatherization Assistance Program to the Community Services Block Grant.
In its advertisement for a new director, MYCAP says it is seeking a professional administrator with at least 10 years of work history and knowledge of community action agencies.
In addition, a minimum of a bachelor’s degree is required and a master’s degree preferred in business administration or a related field.
