LISBON — A man is to be arraigned today in Columbiana County Municipal Court in the shooting of a 17-year-old boy.

David J.C. Duffy, 18, of Steubenville Pike Road, Lot 3, is charged with felonious assault, a second-degree felony.

Duffy knew the victim, who lives at a home on state Route 518 here.

Allen Haueter, the chief deputy for the sheriff’s office, said officials learned that Duffy and the victim had a conflict much earlier that supposedly had been resolved.

The victim and other people were at Duffy’s home early Monday, Haueter said. The people there were drinking, but there was no sign of drugs.

The shooting was reported about 2:29 a.m.

Several people, including the victim, left the party and returned a short time later.

Haueter said Duffy opened fire when the victim returned. The victim was shot with a 9mm pistol.

Hauter said the youth was taken to East Liverpool City Hospital and then flown to the University of Pittsburgh Medical Center. His condition was not released.
