Summit County challenges state report in inmate's death

AKRON, Ohio (AP) — An Ohio county has challenged state findings in the 2006 death of a jail inmate who was restrained by five deputies.

A report from the Summit County executive’s office in Akron disputes a state conclusion that the county prisoner was mishandled.

Mark McCullaugh, 28, died after restraints, pepper spray and a stun gun were used on him during a struggle at the county jail. One deputy was acquitted of murder and charges were dropped against four others.

State investigator William O’Connor takes exception with the county’s report and says it was prepared largely from transcripts and medical records.
