$1.2M OK’d to prepare site for V&M Star use

The state Controlling Board released more than $1.2 million Monday to clean up a Youngstown industrial site slated to become part of V&M Star’s operations.
The funding will cover demolition and remediation activities at the former Demsey Steel property, 1300 S. State St., in Girard.
The project calls for the removal of asbestos and other waste products from buildings at the site and then for those buildings to be demolished.
Afterward, V&M Star will use the space as a tractor- trailer staging area, according to documents.
The total cleanup will cost about $1.9 million, and the city has committed to covering the balance.
In other business, the Controlling Board released $237,690 for the second phase of an environmental assessment at the former Warren Gasification Plant at 326 Main Ave. SW in Warren.
The funds will be used to complete soil borings, groundwater monitoring wells and other evaluation activities at the site.
The property was used to produce gas and as a scrap-metal operation. It has been owned by the city for about 15 years and is vacant, “with various debris piles composed of concrete, mulch and yard wastes and no structures remaining,” according to documents.
The city hopes to rede-velop it for commercial, office or retail uses.
