Charges pending against driver who struck, killed man in Columbiana County

The Lisbon Post of Ohio State Highway Patrol said charges are pending against Jason Snay, 34, of Salem, who struck and killed Matthew D. Flugan, 37, of East Rochester with his car at about 9 p.m.. Saturday on Speidel Road in Columbiana County.

Flugan was dead at the scene.

OSP said the accident occurred in the west bound lane, where Flugan was kneeling or sitting in the roadway.

OSP said they speculate Flugan was attending to his dog, which had been hit, when he was hit by Snay’s car. The dog also died. OSP is still investigating.
