Lead abatement
Implementation of the innovative lead-abatement plan resulted in a drop in the number of uncorrected rental units for the first time since the Mahoning and Youngstown health boards began monitoring lead hazards in 1996.
Effects of the plan
20 cases are proceeding through the courts.
Property owners whose rental units contain lead hazards are prevented from selling, transferring or renting their properties until these issues are rectified.
Attorneys from the U.S. Environmental Protection Agency and Department of Housing and Urban Development assisted the program by negotiating consent agreements with several local rental- property owners to make more than 100 of their units lead-safe.
Since the plan’s adoption, the number of uncorrected lead-hazardous rental units in Youngstown has dropped from 237 to 143.
