The State Controlling Board signed off on Youngstown State University’s plans to purchase three lots for the development of athletic fields.

The lawmaker panel OK’d $50,000 for property located at 340 Scott St. and owned by the Youngstown State University Foundation. The board also approved $5,800 for the purchase of a lot on Grant Street, also owned by the YSU foundation. And it approved $15,900 for the purchase of a lot on Belmont Avenue from the city of Youngstown.

Instant-game winner

A resident of the city had some fun after she scratched an Ohio Lottery instant game. Darlene M. Beacham won a top prize, $18,888, after she scratched Groovy 8’s. After mandatory federal and state taxes totaling 31 percent, she will receive a check for $13,032. She purchased the ticket from J&D Supermarket, 718 Belmont Ave.

Police responding to a call about 9:15 p.m. Sunday on Pleasant Valley Road came across an SUV driven by Amber Ramsey, 28, of North Avenue and found a small bag of marijuana in the vehicle. She was charged with criminal trespass, drug paraphernalia and possession of drugs, marijuana and open container, liquor.

Kevin Titus, 48, of East Wilson, was charged with aggravated vehicular assault, driving under the influence and open container after police were called to 346 S. Market Ave. about 1:30 a.m. Sunday about a woman being run over by a car. Police stopped Titus, who was leaving the scene.

Jessica Patrick, 33, of Olive Street, told police she had argued with Titus; she was talking to him at the driver’s-side window as he was attempting to leave the parking lot. Titus grabbed Patrick’s arm and drove about 10 feet, police said, and she slipped, and her left leg ended up between the pavement and driver’s-side rear tire. She was treated at St. Elizabeth Health Center, Youngstown.

Counterfeit $5

Police took a counterfeit $5 into evidence after being called to Speedway, 4210 Belmont Ave., about 8 p.m. Sunday. The store had received the counterfeit bill for merchandise. The clerk was unable to remember the customer because the store had been busy.
