Report: Tasering of councilman’s daughter was excessive

CINCINNATI (AP) — An internal investigation by the Cincinnati Police Department has determined that an officer used excessive force when he zapped a city councilman’s daughter with a stun gun during a traffic stop last month.

The report released today says 26-year-old Celeste Thomas, who was sitting in the vehicle with her feet on the sidewalk, posed no immediate threat to the officer.

Officer Anthony Plummer was fired after the incident for excessive use of force, but he was later rehired by an arbitrator. Police Chief Thomas Streicher has taken away Plummer’s police powers.

The city will decide whether Plummer should be disciplined.
