A story on page B1 Thursday said Columbiana City Council candidate Bryan Blakeman told council he believed that the rate city officials were debating for a monthly fee to help deal with storm flooding was too low. The story did not note that Blakeman also proposed not taking action on enacting fees until costs were known and approved by voters.
