City police arrest 2 in shooting of teen girl

YOUNGSTOWN— Police arrested two men Friday in the Monday evening shooting that sent a 15-year-old girl to the hospital after she was hit in the head by a bullet.

Donald Frampton, 23, of Youngstown, is charged with felonious assault, possession of weapons under disability and violating parole, according to a police report. His brother, Joseph Frampton, 20, of Mineral Ridge, is charged with felonious assault, the report said.

Both men were arrested by the Mahoning Valley Violent Crimes Task Force. Police are still searching for a third suspect.

The victim, Kaitlin E. Chambers, 15, of Kirk Road, and the other three occupants of the car in which she was riding told police they were sitting at the red light at Mahoning and Belle Vista avenues at 10:18 p.m. when two motorcyclists fired on the car.

The car fled to the fire station at McCollum Road and Schenley Avenue, where police interviewed the occupants and noted a shattered rear window. When one of the suspects arrived at the station, police chased him but lost sight of him on the city’s West Side.

Kaitlin had a slug removed from her head at St. Elizabeth Health Center’s Austintown emergency room. Police said her injuries were minor.
