Universities: Youngstown State and Kent State Trumbull Campus, closed.

Western Reserve Transit Authority (WRTA): closed.

Public libraries: Warren-Trumbull, Newton Falls Public Library, closed.

Youngstown-Mahoning County; Kinsman Free Public Library; Girard Free Library; Bristol Public Library, Bristolville; McKinley Memorial Library, Niles, open;

Stock market: Stifel Nicolaus, open.

Banks: Chase Bank, Charter One, Cortland Banks, Farmers National Bank, First National Bank, Home Federal Savings & Loan, Niles; Home Savings & Loan; Huntington Bank; Key Bank; PNC of Ohio; PNC of Pennsylvania, closed.
