YOUNGS-TOWN — Youngstown will say its final farewell next week to Edna Pincham, the first black woman in the Youngstown mayor’s Cabinet.

Calling hours are set for 4 to 8 p.m. Tuesday, and 10 to 11 a.m. Wednesday at the Third Baptist Church, 1177 Park Hill Drive. A service at the church will follow the Wednesday calling hours. Arrangements are by F.D. Mason Memorial Funeral Home.

Pincham, a 1997 mayoral candidate, died Wednesday after a battle with breast cancer. She was 72.

Road closing

YOUNGSTOWN — North Phelps Street between Wood Street and Rayen Avenue will be closed to vehicular traffic for an undetermined amount of time. A 24-inch sanitary and storm sewer line there broke Monday and is being repaired.

Narcotics arrests

BOARDMAN — Members of the township police department’s Narcotics Enforcement Unit arrested four people after searching a home Thursday at 30 Shadyside Drive.

Ed Smith, Dajuan Dukes and Ricardo Mendez, all of the Shadyside home, and William Chisom of Columbus are charged with drug trafficking and possession. No ages were available for the men.

Officers found and seized heroin, cocaine and marijuana, two handguns and an undetermined amount of cash. A 3-year-old child also was at the home when police arrived along with the child’s mother, who isn’t charged.

The search is part of an ongoing investigation by the narcotics unit.

American Legion plans flag-disposal ceremony

POLAND — Sons of the American Legion Mahoning Valley Squadron 15 will sponsor its eighth annual flag-disposal ceremony at 8:45 p.m. today at Post 15 home, 35 Cortland St.

The public is invited to attend and participate in the ceremony where worn, frayed, torn and/or faded American flags will be honorably retired.

Flags may be dropped off at the post home in the designated receptacle or by contacting (330) 757-8722.

There also will be a chicken dinner from 6 to 9 p.m. at the post home. The dinner includes a half-chicken, potato, coleslaw and bread. Cost is $8 per dinner. Proceeds will benefit the many programs of the Sons of the American Legion.

A parade will be at 7 p.m., and fireworks will be at 10 p.m. at Baird Mitchell Field.

Hubbard City Council plans special session

HUBBARD — City council will have a special session at 6 p.m. today in council chambers, for passing legislation and considering legislation for the license plate tax.
