Struthers company is awarded contract

YOUNGSTOWN — Rudzik Excavating Inc. of Struthers was the lowest bidder for the Petersburg water supply line installation project at $1,159,212.

Bids on the project were opened Wednesday in the Mahoning County purchasing office.

The county commissioners must award the contract to the lowest and most responsive bidder according to the bid specifications and are expected to do so in three to four weeks.

The project is being funded by $800,000 in federal stimulus money.

Other financial support for the project is coming from the federal Community Development Block Grant program, the Ohio Public Works Commission, Springfield Township, Aqua Ohio and the East Fairfield Coal Co.

Aqua will provide water for the new waterline, whose installation follows completion of the new $4.7 million Petersburg sanitary sewer system.

The sewer system, installed after the county health department declared failing septic systems a public health nuisance, began accepting connections earlier this year.

The public water supply line installation is necessitated by orange staining of bathtubs and clothes from high iron content in well water, said Joseph V. Warino, county sanitary engineer.

Phase One of the water supply line already has been completed, and the bids were opened Wednesday for phases two and three.

Phase Two will consist of furnishing labor and materials for 12,060 feet of 12-inch ductile iron pipe, 240 feet of 12-inch plastic pipe, and 37 service connections.

Phase Three will consist of furnishing labor and materials for 2,300 feet of 12-inch ductile iron pipe; 6,600 feet of 8-inch ductile iron pipe; and 300 feet of 2-inch copper pipe, with 100 service connections.

Besides Rudzik, the bidders were Dave Sugar Excavating LLC of New Middletown, $1,288,201; L.E.B. Contracting Inc. of East Palestine, $1,460,788; J.C.M. Contracting Inc. of New Springfield, $1,505,997; Utility Contracting Inc. of Youngstown, $1,524,517, all bidding for both phases two and three; J.S. Northeast Co. Inc. of Girard, $779,997 (for phase two only); and Pipelines Inc. of East Liverpool, $311,000; and Trumbull Industries Inc. of Warren, $335,785 (both for materials only for phase two).

The county accepted materials only bids for phase two in case it would decide to reject the bids for that phase and install the phase two line itself.
