Ohio agency mishandled checks, says state inspector general

COLUMBUS (AP) — Ohio’s inspector general has found a lack of proper oversight and poor management at a state agency that led to the mishandling of 504 checks.

Inspector Tom Charles said in an investigative report today that the COBRA health insurance payment checks worth a total of $214,000 went unprocessed at the Department of Administrative Services.

The investigation also found the employee overseeing check processing, David Holbrook, provided misleading information on employment applications.

Charles questioned why the Department of Youth Services did not indicate on Holbrook’s personnel file that he resigned from the agency and shouldn’t be rehired.

Charles recommends that administrative services develop a proper procedure for processing COBRA checks.
