Boardman construction
BOARDMAN — Beginning Monday, driveways to the Charter One Bank and the Park Diner will be closed while the Ohio Department of Transportation installs a concrete barrier wall. Access is available to the bank via South Avenue and to the diner by South and U.S. Route 224.
Also, Route 224 from Boardman Park Drive to just west of South has two lanes open in each direction with an additional shared left-turn lane. The south side of 224 from the Shops at Boardman Park west to Kmart will have intermittent driveway closures during the road reconstruction. Access will be maintained via the adjacent driveway.
The work is part of a $5.2 million project to widen 224 through the addition of right-turn lanes from Boardman Park Drive to just west of South. The project also includes the addition of dual left-turn lanes from 224 to South and improvements to 15 traffic signals from Parkside Drive to Tiffany Boulevard.
The entire project is scheduled to be complete by late October.
More lane restrictions
YOUNGSTOWN — Interstate 680 from South Avenue to Steel Street has various lane restrictions in either or both directions from 6 p.m. until 6 a.m. for resurfacing and bridge painting.
This work is part of a $6.9 million project to resurface I-680 from Steel to U.S. Route 224. The project also includes lighting improvements, drainage improvements and minor bridge repairs.
The entire project is scheduled to be complete by mid-September.
Children-services pact
YOUNGSTOWN — A new union contract for employees of the Mahoning County Children Services Board calls for no pay raises over its three-year term. However, it does have a reopener next year, said Luis Arroyo, CSB chairman. “I’m hoping that, as the economy brightens up, we’ll be able to give our staff raises,” Arroyo said.
The county commissioners approved the agreement Thursday, after approval by the children-services board and the union members, who belong to the Communications Workers of America.
The union represents all non-management CSB employees, including caseworkers, secretaries and group-home workers.
CSB is funded by local property tax levies and state funds, but it does not receive any money from the county’s general fund.

Felonious-assault charge
CAMPBELL — A Youngstown man in municipal court Friday on charges of obstructing official business and criminal trespass was arrested there on a felonious-assault charge.
Police filed the obstruction and trespassing charges against Jeffrey Howell, 28, of Early Road, after an investigation into shots being fired from a car Tuesday on Monroe Avenue. Police recovered two guns from an apartment near where they discovered Howell’s car, reports said. The resident said her cousin had let him and another man in, and she had no knowledge of the guns.
Howell was a suspect in an earlier shooting during which someone fired shots at the mother of his child, police said. She was dropping off two teenage girls around 11:35 p.m. June 29 at a Gordon Street residence when a car pulled up beside her and someone began shooting. The victim told police it was Howell.
Howell was taken to the Mahoning County jail in lieu of $27,000 bond after his arraignment in both cases, Campbell police said.
