Struthers officials rectify error

STRUTHERS — Struthers Council conducted a special meeting Saturday to ensure that the city does not lose its chance to receive Neighborhood Stabilization Program funds because of a procedural error.

Mayor Terry Stocker said the city does not know how much money it will receive under the program, which provides money for housing rehabilitation and demolition.

Stocker called the special meeting to redo legislation council passed Feb. 18 authorizing him to sign a cooperation agreement with Mahoning County, the lead entity for the program here.

He said the special meeting was needed because there were questions on whether council’s rules were correctly suspended so as to pass the legislation as an emergency. He noted that today is the deadline to join the program.

The Neighborhood Stabilization Program gives money to states and local governments “for the redevelopment of abandoned and foreclosed upon homes and residential properties.”

Officials said $2,909,311 in stabilization funding is available for the Mahoning County program, which includes all of Mahoning County except for Youngstown, which received a separate grant.

Stocker said the city has already identified 25 or 30 homes for rehabilitation or demolition, he said.
