Man ordered to get water service or move

YOUNGSTOWN — Police say a 9-year-old girl has been living in a dilapidated house with no running water.

Her father, Jesse E. Haywood, 33, was given a summons to appear in court and was given until Thursday to either restore water service or vacate the Gibson Street house, city police reported.

Police said two Youngstown code enforcement officers responded to a report about noon Friday that a boy and a girl were living in those conditions at the South Side home.

When the officers arrived, they saw the house was stripped of siding. They confirmed there was no running water and found the 9-year-old girl there. The report makes no other mention of a boy living there as well.

Officers reported that the kitchen was dirty, with crusty counters and dishes piled up, and half-eaten food in boxes on an unswept floor.

The officers contacted Mahoning County Children Services, who told them the girl’s mother, Marilyn Marin, had an open case involving three of her other children but not the girl.

The report says Children Services plans to look into the complaint this week.

The Youngstown Water Department said Haywood owes $40 to have his water turned back on but also has to repair some pipes.

He was given a summons for a housing-code violation, and the house was red-tagged with the condition he get his water turned back on or leave.

He also was issued a summons for discontinuation of service or utility and given a date in city municipal court of 10 a.m. Feb. 20.
