The Youngstown-Mahoning County Vacant Property Initiative is recommending changes to address vacant property issues in the city and other communities in the county. Here are the key recommendations.
kDevelop a regional real property information system. It’s a computerized system that tracks information about property such as neighborhood conditions, housing foreclosures and delinquent utility bill payments. It could serve as an early warning system for properties in danger of becoming vacant or abandoned.
kExpand and synchronize code enforcement policies and programs in the various communities.
kEstablish a joint city-county land bank that would allow for the acquisition and management of vacant and abandoned properties.
kAdopt community development strategies to improve housing conditions and quality of life for residents in predominately declining and distressed areas. Those strategies include first-time home buyer financing and education, foreclosure prevention and housing rehabilitation assistance.
kDevelop a comprehensive plan about potential reuse of vacant properties, including a green urban initiative, and update and reform existing zoning codes.
