WARREN — Former Warren Police Chief John Mandopoulos ordered one of his captains to ban not only the city’s personnel director but also the mayor, safety-service director and law director from the police department on Nov. 13.

The following day, Mandopoulos ordered personnel director Gary Cicero searched when he entered the police department and then prevented him from entering the office area, where he had a prearranged meeting with Capt. Tim Bowers regarding bumping rights for an employee affected by police department layoffs.

The chief’s order regarding top city officials is contained on an audio recording released by city officials today.

Mandopoulos last week resigned the position he has held since December 2000.
