Dow up slightly at 2:30 p.m.

While Federal Reserve Chairman Ben Bernanke continued his dialogue with Congress on the proposed $700 billion economic bailout package, see-saw action continued on Wall Street.

At 2:30 p.m., the Dow stood at 10,899.72, up 45.55 points from the Tuesday close. The Dow has teetered between slightly up and slightly down for much of the day
