Rabid Bulldog exercise tests emergency response teams

POLAND — A perpetrator tries to poison the water supply, takes hostages and flees from police.

The culprit pollutes the water supply, takes a hostage and disappears at the township administration building.

“The schools went to lock down,” said Clark Jones, Mahoning County Emergency Management Agency director.
