DISTRICT FINANCES Youngstown city schools


A Financial Advisory Committee examining district finances found that revenue between fiscal 2006 and fiscal 2009 has remained essentially flat. The district has reduced spending significantly in a number of categories over that time but has had to borrow money from the state.

MAJOR REVENUE ITEMS

General property tax: $17,574,594 in 2006; $15,836,000 in 2009.

Tangible personal property tax: $5,035,499 in 2006; $2,198,404 in 2009.

Unrestricted state grants: $66,650,670 in 2006; $66,264,799 in 2009.

Restricted state grants: $11,491,079 in 2006; $14,064,703 in 2009.

MAJOR EXPENDITURES

Employee payroll: $59,994,634 in 2006; $45,702,399 in 2009.

Employee benefits: $22,923,819 in 2006; $19,388,113 in 2009.

Total purchased services (including tuition to other schools): $31,170,763 in 2006; $35,945,676 in 2009.

Debt service: $26,710 in 2006; $12,702,484 in 2009.
