Universities: Youngstown State and Kent State Trumbull Campus, open.
Western Reserve Transit Authority (WRTA): closed.
Public libraries: Youngstown-Mahoning County, open; Warren-Trumbull, closed.
Stock market: Butler Wick & Co., open.
Banks: Charter One, Cortland Banks, Farmers National Bank, First National Bank, Home Federal Savings & Loan, Niles, Key Bank, National City of Ohio, National City of Pennsylvania, closed.
First Place Bank, Warren, open 10 a.m. to 5 p.m. at Austintown, Boardman Main, Howland, Liberty, Seville Drive, and Struthers; all others are closed.
Home Savings & Loan, departments in the main branch are closed, all branches open.
