Ravi Rai has been named director — SAP application support for the computer center of RTI International Metals in Weathersfield. He has 25 years of information technology experience. He received a bachelor’s degree in industrial systems engineering from the University of Regina in Saskatchewan, Canada, and a master’s degree in industrial engineering from the University of Manitoba in Winnipeg, Canada. Rai is in the process of relocating from Plano, Texas, to this area.

FINANCE

Charles Simon, branch office manager of the New Castle, Pa., office of Janney Montgomery Scott, has been promoted from senior vice president to executive vice president. He has been with the firm, formerly Parker/Hunter Inc., for 40 years and earned a bachelor’s degree from Pennsylvania State University.

SERVICE

Michael Flatley was been named program director for the Neil Kennedy Recovery Clinic’s outpatient sites in Austintown and Howland. As a licensed chemical dependency counselor, Flatley has nearly 20 years of experience in the fields of substance abuse treatment and human services. He earned a bachelor’s degree in interdisciplinary social sciences from the University of South Florida and a master’s degree in counselor education from Florida Gulf Coast University.

HEALTH CARE

Don Owrey has been named vice president, administrative services, for UPMC Horizon. He had been executive director of Children’s Community Pediatrics, a medical group affiliated with Children’s Hospital of Pittsburgh. The Grove City, Pa., resident is a graduate of Thiel College and earned a master’s degree in business administration from Robert Morris University.

BANKING

J.P. Morgan Chase, Columbus, has promoted Jeffrey J. Seifert, to assistant vice president of enterprise systems. Seifert, a native of Warren, was a 1986 graduate of Champion High School and has a bachelor’s degree from Ohio Northern University and a master’s degree in computer science from Bowling Green State University.
