Repaving to start on four roads in village within the next month

Council may update the village’s noise ordinance.

NEW MIDDLETOWN – Butch and McCree Paving of Hillsville, Pa., was the successful bidder for the village’s summer paving program.

The company submitted the low bid of $83,696. Five other bids ranged up to $114,333. Roads to be paved include Ohlin Drive and Warner, Jeffrey and Linford lanes. Work is expected to start within a month.

At its Monday night meeting, council also discussed updating the village’s noise ordinance to make it easier to enforce. They directed Village Solicitor Jeffrey Heintz to review neighboring communities’ ordinances for ideas.

The subject was discussed after Mayor Harry Kale said several residents complained about the music coming from Stephanie’s Bar and Grill in the plaza on state Route 170.

But Zoning Inspector Dale Miller said the current ordinance, which dates to 1993, is difficult to enforce because it does not specify decibel levels. He said that without objective criteria, it is difficult to cite anybody.

Police Sgt. Ken Goist said that police will ask the offender to turn down the music if someone has complained. The offenders are cited if they turn the music back up after police leave, he said.

Council also handled these matters:

UHeard Mayor Harry Kale report that work is under way on choosing a new police chief to replace Chief William Morvay, who has announced he will retire Sept. 1. Kale said he and council member William DeBucci will meet with the police department’s two sergeants at the end of the month.

UHeard that Heintz he is putting together a village travel policy on the recommendation of Fiscal Officer Carl Flitcraft Jr. Heintz said the policy would spell out what the village will pay for when village employees travel to seminars.

UAccepted Robert Joseph as a new member of the fire department and accepted the resignation of Michael Wright.
