Campbell to limit cats, dogs

CAMPBELL — A law limiting the number of cats and dogs to four each per residential property is expected to come up for passage at city council’s next regular meeting May 21.
Council voted unanimously Wednesday to advance the proposed ordinance to a third and final reading.
The ordinance places a limit of no more than four and four cats at a residential property, except a licensed veterinarian or animal hospital. Also, the law will not apply to situations where a female dog or cat gives birth to a litter. In such an event, the owner will have a maximum of six months to reduce the number to that allowed by law.
Mayor John Dill said numerous dogs and cats have become a nuisance in the city. Its a health and safety issue, he said.
The mayor said there are people operating kennels, some of which may be licensed by Mahoning County, but all of which are not permitted under Campbell law.
In other action, council appropriated $36,000 from a carry-over balance in the street fund to be used to hire temporary summer employees and materials to begin repair or rebuilding catch basins.
Also, council authorized the Dill to apply for a grant from the Ohio Department of Development’s Clean Ohio Assistance Fund to clean up an eight-acre site on which the former Youngstown Sheet & Tube’s Campbell Works pickling facility was located. The city previously received about $300,000 in Clean Ohio grants to do environmental assessments of the property, which is between Poland and Wilson avenues. Dill said there is a company, the identity of which he would not reveal, that wants to build on the site and create jobs. He said the land has environmental issues and must be cleaned up before it can be developed.
