Pa. Legislature honors retired supervisor


NEW CASTLE, Pa. — Retired Union Township Supervisor Kevin Guinaugh was honored with a citation from the Pennsylvania Legislature when supervisors met Thursday.

State Rep. Chris Sainato of New Castle, D-9th, presented the citation to Guinaugh in honor of his 18 years as a supervisor and roadmaster and “exemplary record of service.”

Guinaugh did not seek re-election and retired at the end of 2007.

Sainato recalled working under Guinaugh’s supervision in 1980 when he obtained summer employment in the township park. He said he remembers Guinaugh’s leadership and fairness to the students who were in the program.

Also Thursday, supervisors approved purchasing light-emitting diode bulbs through the Lawrence County Council of Governments at a 60 percent savings over the current price. COG obtains lower prices for municipalities through a group purchasing plan.

Supervisors said they are in the process of replacing all the traffic lights in the township with the bulbs, which they said use 60 percent less energy than conventional bulbs. No cost for the bulbs was available.
