Judee L. Genetin, 32 percent to $100,896 when she was promoted from assistant director to acting director after John K. Zachariah quit as director in March 2007. Her new salary was the midpoint of the pay range a salary study suggested for Zachariah’s job. Zachariah earned $80,579 annually before he left.

VETERANS SERVICE COMMISSION

Barry E. Landgraver, 14.5 percent to $53,477 when he was promoted from senior service officer to executive director of the Veterans Service Commission after the retirement of John W. Twohig, who was paid $63,149 annually.

Moses Murphy received a 34 percent pay increase to $50,898 when he was promoted from veterans’ benefits counselor to Landgraver’s former position.

JUVENILE COURT

James M. Barkett, a 106 percent annual pay increase to $61,818 when he was promoted from corrections officer in the juvenile detention center to community relations officer.

Marcie Lynn Patzak-Vendetti, mediation coordinator, 94 percent to $60,000 when she became a lawyer and a magistrate in addition to her mediation role.

Karen E. Guerrieri, 45 percent to $39,104 with her promotion from clerk in the counseling department to state-licensed counselor.

Donald R. McGee, 43 percent to $36,400 with his promotion from corrections officer to recreation supervisor. He replaced Timothy J. Novak, who earned $34,674 as recreation supervisor.

Turrell L. Snowden, 38 percent to $36,400 when he was promoted from cook to head cook. He’s now in charge of kitchen staff scheduling, menu planning and food-ordering.

Paula A. Stumpo, 37 percent to $38,000 with her promotion from clerk to assistant supervisor of case managers and clerks.

Paul J. Hartwig, 37 percent to $30,742 when he was promoted from corrections officer to assistant detention supervisor.

Tracey M. Lugiewicz, 35 percent to $36,400 with her promotion from corrections officer to human resources director.

Sharon L. Fischer, 31 percent to $36,733 with her promotion from probation officer to assistant probation supervisor. She operates a sex offender program she helped start.

Timothy J. Novak, 30 percent to $45,000 when he was promoted from recreation supervisor to day reporting director.

Janet L. Tarpley, 30 percent to $44,990 when she was promoted from intake officer to the newly created post of parent project director because the court administration noted her talent for working with dysfunctional families, according to Anthony D’Apolito, juvenile court administrator. Her new position is funded by a state grant. She got her raise before winning election to her $27,817-a-year 6th Ward City Council seat, Judge Theresa Dellick said.

Rachel J. Shiley, 30 percent to $43,000 with her promotion from probation officer to state-funded program administrator.

OTHERS

Stratos L. Tsambarlis, 37.9 percent to $38,007 annually when he was promoted from administrative assistant to fiscal and benefits analyst. He replaced Stacey Ann Hill, who earned $39,998 annually as fiscal and benefits analyst in the commissioners’ office, but was promoted to accounting manager in the auditor’s office, where her salary increased to $46,350.

Robert E. Bush, more than 19 percent to $77,400 annually when he was promoted from assistant prosecutor in the criminal division to chief of the criminal division of the prosecutor’s office. Bush replaced Timothy E. Franken, who earned $75,000 a year in his prosecutor’s office post, and whose salary rose to $118,050 when he was appointed Mahoning County Common Pleas judge in September 2007.

Doris M. Primm, who was promoted from director of financial operations to executive director at the Alcohol and Drug Addiction Services Board, received a 43.8 percent increase to $65,000 a year. She replaced David L. Schaffer, who resigned and was paid $70,828 annually.
