Time line

March 6, 2006: USA Parking Systems Inc., a Cleveland company owned by Louis A. Frangos, and Platia Square LLC of New York City purchase the 11,250-square-foot Stambaugh Building, 44 E. Federal St., for $1.15 million.

July 2007: During a heavy rainstorm, at least four windows from the building fell to the ground — at least two onto a parking area and at least two onto the roof of Buffalo Wild Wings, Stambaugh’s lone tenant.

May 24: Two windows fell from the rear of the building.

May 28: Frangos has his employees start removing windows from the building, saying not to do so would create a dangerous situation. Frangos initially wanted to replace the glass windows with plastic. He then decided to use plywood. Frangos started the window removal work without receiving a permit from the city and approval from the city’s Design Review Committee.

June 5: A window fell from the building, crashing down onto East Federal Street as a city official watched. The window removal process was stopped by city officials who said it violated city codes and that it was done without a city permit.

Wednesday: The city’s Design Review Committee flatly rejected Frangos’ plan to board up the windows with plywood.

Friday: Frangos and officials from his companies met with city leaders behind closed doors. After the meeting, it was announced Frangos agreed to a city plan to improve window frames so the windows removed can be replaced. If the windows or window frames are too damaged, he can install either Plexiglas or new windows.
