Trumbull Community Action Program serves eligible residents in Trumbull County through a variety of programs, including two utility programs:

The Summer Crisis program, which served about 500 residents in 2007, provides a grant up to $100 to eligible candidates who meet the following criteria: age 60 or older, have one person in the household that has a medically documented breathing disorder for which a doctor recommends air conditioning, or meet other income criteria. The program is in effect this year from July 1 to Aug. 30.

The Winter Crisis program served nearly 3,000 residents last winter. The amount of the grant has not yet been specified, but eligible candidates must have received a disconnect notice from the gas company and meet certain income criteria. For example, a family of four must have earned less than $9,275 within the previous 13 weeks and $37,100 within the previous 12 months. The program is usually in effect from Nov. 1 to March 31.

Mahoning/Youngstown Community Action Partnership administers programs for residents of Mahoning County, including:

The Home Energy Services Program provides energy conservation services, including inspections of heating appliances, home insulation, energy education with homeowners or renters and advice on conservation measures.

The Home Energy Assistance Program provides assistance to low-income households that have had a utility service terminated, face the threat of disconnection or may have less than a 10-day supply of bulk fuel.
