“Charlie & Me” (9 p.m., Hallmark Channel): Tom Bosley (“Happy Days”) stars in “Charlie & Me,” made-for-TV film about a man whose heart attack prompts him to readjust his outlook on life. One of his goals is to spend time mentoring his feisty 12-year-old granddaughter (Jordy Benattar).

“By the People: Citizenship in the 21st Century” (11 p.m., PBS): Almost 50 diverse citizens, from backgrounds including law and medicine, auto racing and comic books, media and technology, gathered in Colonial Williamsburg to discuss the rights and responsibilities of Americans. Jim Lehrer moderated the conference, which spanned four days.
