THE PAST AND PRESENT: The former G.M. McKelvey Department Store, left, sat vacant for more than 15 years before it was leveled to make way for the Mahoning County Children Services Building in 2004. With a construction cost of $7.5 million, the children services building represents the sixth-largest investment in downtown in the past 10 years.
