Snow emergency in Warren

WARREN — A snow emergency has been declared in the city of Warren, banning parking on all public streets and alleys effective at 6 p.m. today. Vehicles left on the streets will be towed and impounded. William D. Franklin, Warren’s public service safety director, said the Untied States Weather Bureau records show 3 inches of snowfall by late afternoon and more expected.
